As soluções corporativas contemporâneas diferem consoante as realidades nacionais onde se inscrevem e, dentro desses contextos, mudam de maneiras diferentes e com frequência de princípios e de formas institucionais. Os projetos corporativos apresentam-se instáveis, mas a literatura não tem prestado atenção ao problema do corporativismo como alvo móvel. O caso português revela que mudanças significativas nesses projetos, fracassadas ou positivadas, estiveram associadas a processos de mudança constitucional e a processos legislativos ordinários, o que gerou dificuldades na formação de entendimentos e no atingir de compromissos e objetivos. Este artigo pretende estimular o debate sobre estas questões em torno da solução corporativa autoritária portuguesa, argumentando que o problema do alvo móvel ajuda a explicar a volatilidade desse projeto.

Contemporary corporatist solutions differ depending on the national realities in which they occur and, within these contexts, principles and institutional forms change in different ways and frequently. Corporatist projects appear unstable, but the literature has not paid attention to the problem of corporatism as a moving target. The Portuguese case reveals that significant changes in these projects, whether failed or positive, were associated with processes of constitutional change and ordinary legislative processes, which generated difficulties in forming understandings and achieving commitments and objectives. This article aims to stimulate debate on these issues surrounding the Portuguese authoritarian corporatist solution, arguing that the moving target problem helps explain the volatility of this project.
